0/0 in simple terms mean that 0 quantities are divided among 0 entities. For example, how do you distribute 0 candies in a classroom of 0 students? Makes no sense, right? This is the reason why 0/0 is undefined.

Take an example 4 mangoes divided in 2 children, each will get 2 mangoes. Like in same way 0 mangoes in 2 children, each will get 0 mangoes. But if we have to distribute 0 mangoes between 0 children, it would be senseless and have no solution. So it is not defined.
