If your are the 50th fastest AND slowest runner, then 49 students are faster than you + 49 slower than you. Hence there are 49 + 49 + 1 = 99 total students.

I think another acceptable answer is 50. You would be the 50th fastest runner as well as the slowest runner.

Well not exactly. If there are only 50 children in the school, then I can't be the 50th fastest or slowest runner.
