The number of month $m$ in planet Brilliant must be:

$\frac {365}{31} <m<\frac{365}{28} \Rightarrow 11.774 < m < 13.035$

$m$ can either be $12$ or $13$ and since $13$ is not an option in the multiple choice answer, the answer is $\boxed{12}$ .

I believe the reason it can't be $13$ is $13\cdot 28 = 364$ , and $12\cdot 28 +30 = 366$ .

The planet Brilliant has almost the same amount of days as Earth and we have the length months only we add an extra day in February every 4 years.

We have 12 months in a year therefore the planet Brilliant has 12 months in a year.
