This happens because water is diamagnetic in nature. When a magnet is brought near it the water molecules near it which are slightly negatively charged gets repelled. This creates a depression on the surface of water and it moves with the movement of magnet. The cereal slips in that depression and moves with the magnet. This creates the impression that the cereal is attracted by magnet
