The electronegativity is an atom's affinity to attract electrons, while an atom's ionisation energy is the energy required to remove an electron. It's harder to remove an electron from a noble gas than from a halogen yet the halogens would have a higher electronegativity because the full octet on a noble gas would not accept more electrons whereas a halogen still has an incomplete octet.
