Possibilities

BB

BG

GB

GG

The combination will not be GG

So, that gives us 1/3

if we don't consider the order , possibilities are BB, BG (BG OR GB ,ITS KIND OF SAME ), GG as GG is not possible so, that gives 1/2 , only case of BB .

We should consider it different because
1. They are different people
2. The outcomes would have different probabilities (one boy one girl is much more likely than two boys)
