As order does not matter, this problem is solved the Stars and Bars Technique:

We have to place 20 indistinguishable cookies into 5 labeled urns (one for each flavour), which can be done in ( 24 4 ) = 10626 \left( \begin{matrix} 24 \\ 4 \end{matrix} \right) =10626 ways.
