He's cutting the cloth into 14 2 = 7 \dfrac{14}{2}=7 pieces so needs 7 − 1 = 6 7-1=6 cuts taking:

Really simple. This confuses a lot of people because they immediately answer 7 and don't realize that after 6 cuts the remaining cloth is 2 meters long.

For every cut, the tailor gets one more piece than he had before. So for 14 2 = 7 \dfrac{14} 2=7 pieces, he needs to do 7 − 1 7-1 cuts which will take him 6 days.
