First find the inverse of f(x-3)/(5-x). then the inverse is (5x + 3)/(x + 1) then substitute this term to x in (3x-2) then the function will be f(x) = (13x+7)/(x+1) upon solving,
f(9) = [13(9)+7]/(9+1)]
f(9) = 12.4

That is not what your question states. Your problem states that f ( x 3 ) 5 x = 3 x 2 \frac{ f ( x-3) } { 5-x} = 3x-2 . You seem to be claiming that f ( x 3 5 x ) = 3 x 2 f ( \frac{ x-3}{5-x} ) = 3x-2
