1 cubic meter = 1000L
4 * 2 *1.5 = 12 cubic meter = 1000 * 12 = 12000L

4m 2m 1.5m = 12(m^3)

1m = 100cm so 12(m^3) (100^3(cm^3)/1(m^3)) = 12 10^6(cm^3) or 12,000,000(cm^3)

1(cm^3) = 1mL, 1000mL = 1L = 1,000(cm^3)

12 10^6(cm^3) (1L/1 10^3(cm^3)) = 12 10^3L = 12,000L

In your second line you state that 1m = 1000 cm, but I believe a meter is 100 centimeters
