We know from the first two statements that Lily runs fastest. Therefore, the third statement must be false.

Let speed of Mara be a a , Gail be b b and Lily be c c . Then first statement states that a > b a > b . Second statement states that c > a c > a . Combining them we get:- c > a > b c > a > b . So, c > b c > b . But third statement states that b > c b > c . So, the answer is False \color{#69047E}{\boxed{\text{False}}} .
