In each hour, the clocks are overlapping once. 24 hours, 24 times.

not really:: in one hour the minute hand move one rotation.

the hour hand moved 1/12 rotation, the relative speed is 1+1/12 rotation per hour = 13/12

in 24 hrs there are 24 / (13/12) = 22.15

22 overlaps only in the 24 hrs.

What does "tell of a minute hand just" mean? I know the answer will be 22 normally since the overlapping time is 65.5 minutes i suppose

Intuitive way to come to this conclusion: the hands only overlap once for 12 and 1 o'clock (both of them together) and a single time for all the others. Since 1 o'clock happens twice in 24 hours, it will be 22 overlaps.
