We have numbers from 1 1 to 12 12 but we can only see 1's and 0's. Hence the clock is binary. If the base would have been higher than two, then we would have seen other numbers or letters apart from 1's and 0's.

Moderator note:

Hm, it is a slight stretch to go from "only see 1's and 0's" immediately to "hence the clock is binary". I can think of several other variants that still make sense when listed out.
