I think it is originally likes oxide of aluminium as amphoteric of both basic and acidic properties, where both metals can form hydroxides with water. But due to the fact of being a bigger atom, Bismuth can be ionized easier for formation of hydroxide ions. It ought to be the most basic oxide!
