The question should give the information that the answer is an aproximation. Considering that, and knowing that the velocity of light is equal to 9,4605284 × 10¹⁵ meters (approximately 10 x 10¹⁵ = 10¹⁶), we can use a simple proportion rule:

If 10¹⁶ meters are equivalent to 1 light year, what is 1 meter equivalent to?

10¹⁶ meters = 1 light year and
1 meter = x light year(s)

So, 1 meter * 1 light year = 10¹⁶ meters * x light year(s).

And so, x = 1 / 10¹⁶ light years = 10⁻¹⁶ light years.
