Correct answer is not 28, but 29. Generalized formula can be written as : Total = a + b + 1. Here a = 20, b = 8, so total becomes 29. Where a is the number in front, and b the number in back. Logic is simple - count the heads in front, then turn and count the heads behind, and add yours to the sum.
