Hack: The encoded message is twice as long as the plaintext. The only choice having 22 / 2 = 11 22/2 = 11 letters is "Mother is ill".

If you observe the letters in the first message, you'll notice that each pair of letters are really close (alphabetically) when lined out. Furthermore, each pair always has a letter in-between. For instance, the first few pairs in the first message are "RT", "DF", "MO", "CE", and if you find the letter in-between each of the pairs, you'll see "S", "E", "N", "D". If you continue, it will map out all the other letters that form the first message. To answer the question, you can either look for patterns in the message and compare it to the options on the right (maybe use of the same letters twice) or just grind through all the letters.
