4th option is true only is (b-a) not equal to zero. Also c should not be equal to zero

It's a derivative formula that aromaticly assumes that b-a does not equal 0 and that c does not equal zero. Those are the requirements for that rule so it is safe to assume this is so.
I think the A one is not correct, since the question doesn't restrict to any values, if you say that a, b or c is not zero, maybe all the answer is right

But this only equals 0 when the fraction is not 0/0.
