C = Q V C = \frac{Q}{V} is a known relationship for capacitance.

C C becomes infinite/indeterminate as the potential difference between the plates becomes zero. In other words, the capacitor is short circuited. The thin metal plate P P has been inserted in a manner that would short circuit the capacitor.
