let f be the function, then f ( 1 ) = 0 f(1)=0 by defination of additive, but we know that for a function f to have a dirichlet inverse, f ( 1 ) 0 f(1)≠0 , so, the answer is true.

Is 1 1 considered an additive function?

no, 1 ( a b ) = 1 1 ( a ) + 1 ( b ) = 2 1(ab)=1≠1(a)+1(b)=2
