They multiply the first number by 3, and the second number by 2 then proceed with the operations :D

4(3) + 3(2) = 12 + 6 = 18

7(3) - 3(2) = 21 - 6 = 15

4(3) * 2(2) = 12 * 4 = 48

6(3) / 3(2) = 18/6 = 3

Thus,

9(3) * 4(2) = 27 * 8 = 216
