There are 21 21 families so the median number of children will be the 21 + 1 2 = 11 \frac{21+1}{2}=11 child. This can easily be counted and found to lie in the section with 2 2 children.

The median number of children is 3. Arrange the number of children in each family in ascending or descending order. that way, you have 1,2,3,3,5,7 or 7,5,3,3,2,1. You can easily identify your median (the middle number) from this.
