The rice cooker which draws a current of 4A from a 220V source has a power consumption of 880W. P=IV =(4A)(220V) = 880W

Now, we can already compare 880W from 659W. To use a precise and systematic way of comparing variables, supposing both rice cookers were used for two hours (two hours to simplify the 10 day all night long party which is 24 hours x 10 = 240 hours)

880W x 2 hours = 17.60kWh 659W x 2 hours = 13.18kWh

Whatever cost per kilowatt the electricity company gives, the higher the computed energy consumed the appliance is, the higher it gives a high electricity bill.

The question requires you to give the exact square root of three: 1.73205081 or simply 1.732
