In theory, a ball doesn’t move if its center is inside a polygon based on supporting points. Thus, only 6 balls can be removed.

Playing devil's advocate, you have only shown that "we can remove 6 balls". You have not shown that "we cannot remove 7 balls".

The alternative interpretation is that there was a jump in logic from your first sentence to the second sentence.

Balls 1,4,6,11,13,15 can be removed.
