Its because net displacement is zero so there could be no average velocity

I don't understand, the question clearly asks for average speed. Why is everyone talking about averge velocity? Average velocity may be 0 but average speed is 8m/s. The answer should be 8m/s

Yes, But not always. Your statement is only true if the object covers a distance of n 2 P i r n2Pi r , where n is an integer, Or it covers full circles. If it covers a half a circle or any distance instead of n 2 P i r n2Pi r , then it's average velocity can't be zero:)

One complete round means initial and final positions are same therefore displacement is 0 and therefore velocity.
