Averages and Probability

A tax collector notes the Salary of everyone in San Diego. She notices that an even amount of people had their salaries tripled! If those people divided their salaries amongst each other and then picked a random person in the group, then what are the chances that their salary would be less money than the money they get from dividing all the money in the group?

The reason for the answer given is that we don't know how many people are above or below the average. 4 people could have their salaries triples but their salaries (in thousands) could be this 1, 3, 4, 12. I they divided the money up they would each get 5 (thousand) making the probability in the question 3/4. You can make any probability with this question.
