Using proportions:

6 16 = s 4 \frac{6}{16}=\frac{s}{4} Where s s is the number of scoops per person.

Using cross-multiplucation:

24 = 16 s 24=16s ⟹ s = 1.5 \implies s=\boxed{1.5}
