Since Bob's second friend can paint only half as fast as Bob's first friend, then he can paint 1/3 of the house in 16 hours. If that is true then he can paint the house in 2 days and he can paint just as fast as Bob (2days) so they can paint the house in 1/2 of 2 days = 1day.
