Simple There are only 2 atoms that have only s orbital for bonding participation and they are H and He. Likewise there is no hydrogen or helium in XeO3 thus sp3+s is absent

It is easy to point out that sp3 hybrid orbitals of xenon participating in bond formation only overlap with the p orbital electrons of oxygen. Also xenon in its +6 state has three electrons in its (previously empty) d-orbitals which form 3 p-d bonds. There is no involvement of pure s orbitals of oxygen in bond formation thus the answer is sp3-s.

Plus I've only come across the example of hydrogen in which pure s orbitals take part in bond formation as they exist in the penultimate shell. The rest non-metals that act as anions usually involve their p and d (rarely) orbitals only.

Excuse me, you just said that the sp3 orbital of Xenon overlaps with the p orbital of oxygen, so how is the bond sp3-s? Shouldnt it be sp3-p?
