Answer is 89.84 km. Simply calculate distance traveled per minute by train as follows.

Minute 1, Speed 10Km/hr, Distance 0.17Km

Minute 2, Speed 30Km/hr, Distance 0.5Km

Minute 3, Speed 90Km/hr, Distance 1.5Km

Minute 4 to 22, Speed 270Km/hr, Distance 85.5Km

Minute 23, Speed 90Km/hr, Distance 1.5Km

Minute 24, Speed 30Km/hr, Distance 0.5Km

Minute 25, Sped 10Km/hr, Distance 0.17Km

Total Distance 89.84 Km.

After which it keeps reducing its speed by 1/3 of its current speed for every minute:

If you're going 270 km/hr and reduces this by 1/3 of this speed then its new speed would be 180 km/hr for the next minute.

270 - 1/3(270)= 180

The word "by" should be changed to "to" to get the meaning you wished to express.
