The question says how many times does locomotive go through y. In the 6 steps mentioned above, step 3 n 4 doesn't require locomotive to go through y. So the answer is 4, please feel free to correct if I have misunderstood the problem

You're correct, in steps 3 and 4 the locomotive does not go through Y but in some of the steps it goes through Y twice.
