Consider a capacitor bank supplied by an AC voltage source. The bank consists of an upper portion and a lower portion, each consisting of two parallel strings of two series capacitor units.
Under normal conditions, all capacitor units (eight in total) are identical, resulting in the tap voltage being exactly half of the source voltage. The tap voltage is equivalent to the voltage across the bottom portion of the bank.
Suppose the dielectric fails in the top right capacitor unit of the upper portion (shown in red). This fuses the capacitor plates together, forming a perfect short circuit.
