If above arrangement of capillary tube is situated in a space station, then what will be capillary rise/declination in meter tube. (height of capillary is 4 meter.)

In a gravity free environment liquid will either rise or decline in complete height of capillary.

Even if that is true, why must it rise completely?

because of surface tension leading to either rise or decline in capillary. For detail as you would be familiar with concept of adhesive and cohesive forces, they lead to formation of meniscus on surface of liquid leading it to either drop-down or rise with respect to liquid level in tub. And all above described phenomenon takes place due to pressure difference between two sides of meniscus..
