Number Theory Level pending

Sam Volunteers at a Elementary school. His job is to count the amount of children their. Today everything goes well except today he counted during homeroom and the two oldest classes have the same homeroom. He knows that there are 22 kids altogether in both classes. He also knows from memory that there are usually 4 kids in one class and 18 in the other. In the end he decided to say that their were 4 kids in one class and 18 in the other. Was that a good decision?
