N e \boxed{Ne} is the only noble gas on that list; lightbulbs must be filled with noble gases so that the gas does not react with the filament or anything else.

oxygen may cause combustion........... so air and oxygen can never be! ........ Carbon Dioxide has no use in this matter ! Neon provides an inert atmosphere so it is indispensable in the manufacture of bulbs!

Doesn't it matter on whether the lightbulb is incandescent or fluorescent?

no.......... it's not that man! Any sort of bulb may use neon........

Neon is the only inert gas.

Yes, another inert gases which can be use in the manufacture of bulbs are krypton, xenon, ... Neon is a type of inert gas. And as you can see in the periodic table of chemical elements, inert gases are in the 18th column, group VIIIA with Helium, Neon, Argon, Krypton, Xenon, Radon.
