Actually after a meal, the bacteria in the mouth start working and release acids which reduce the pH value. This is why toothpastes have pH more than 7 to neutralize the acidic effect.

Toothpaste is a base which in turn neutralizes the acid that is on our teeth.

pH of teeth in morning is less than 7. Hence we use toothpaste to clean it whose pH value is greater than 7.
