Logic Level 3

We are playing a modified version of chess where players alternate taking 2 2 turns in a row.

Assuming optimal play on both sides, can the second player force a win?

Assume the second player has a winning strategy. The first player can start by moving his knight forwards and then backwards, effectively skipping a turn and playing as the second player.
