15$ will get you 15 chocolates +15 wrappers

15 wrappers will get you 5 chocolates + 5 wrappers

5 wrappers will get you 1 chocolate + 1 wrapper

this 1 wrapper + the 2 remaining of the 5 will get you 1 last chocolate

now it's 15 + 5 + 1 + 1 = 22 15+5+1+1=\boxed {22}

You spend the $15 to get 15 chocolates, you exchange 15 wrappers for 5 more chocolates since 3 each of the 15 makes 5. Exchange 3 of the 5 chocolates' wrappers for 1 more candy, now you have (2 of the 5 + 1) 3 candies and you exchange the wrappers for 1 more. 15+5+1+1=22.
