The ratio is 1:9 which is equal to 5:45

Actually the ration is 9:1, since the larger one is listed first.

Since the two circles are similar we can use the circumferences of the circles to compute for the ratio of the their areas, the ratio of their areas is

9 2 2 7 2 = 1 9 \dfrac{9^2}{27^2}=\dfrac{1}{9}

But 1 9 \dfrac{1}{9} is not found on the choices, how about if we multiply it by 5 5 \dfrac{5}{5} ? It becomes 5 45 \dfrac{5}{45} , which is found on the choices. Remember that 5 5 \dfrac{5}{5} is equal to 1 1 .
