There are 10 numbers between 7 and 18 (excluding both) so around one side of the circle there will be 10 people standing between them.
Therefore there also needs to be 10 people the other side of the circle. So there will be 10 x 2 = 20 people, not including 7 or 18. So in total there will be 22 people in the circle.
