Let's Fixed A ( 3 , 0 ) A(3,0) then clearly minimum occur when All three Points are collinear. And Hence for this purpose B ( 5 , 0 ) B(5,0) and C ( 7 , 0 ) C(7,0) .

Can you tell me when does the maximum occur?

All three points on the same radial line of the biggest circle on the same side of the center.
Say ABC from short radius circle to middle and big. AB+BC+AC=5-3 + 7-5 + 7-3= 2 + 2 + 4 = 8.
