By Rules of Exponents , a x = a x / 2 \large \sqrt{a^x} = \left|a^{x/2}\right| . So,

9 16 x 2 = 9 ( 16 x 2 ) / 2 = 9 8 x 2 . \Large \sqrt { { 9 }^{ { 16 }x^{ 2 } } } ={ 9 }^{ (16{ x }^{ 2 })/2 }={ 9 }^{ 8{ x }^{ 2 } }.

It should be 9^8x : (9^16x^2) ^.5 = 9^8x not 9^8x^2

It's only 8x^2. To get 8x you would be halving the coefficient but square rooting the x part.
