Let's say we are dealing with £100 of wheat (the price and amount are irrelevant, it's about the proportions).
The price falls 16%, so the same amount now costs £84.
To keep the budget the same as before, they can now eat £100 worth of wheat, which is 100/84 times the amount.
100/84 = 1.190476... which is 19% more than before.
Before price decrease:
Total Budget = price x quantity
After price decrease : Total Budget = 0.84 x price x quantity
If Budgets have to be equal --> quantity/0.84 --> 19% increase
