If there were 140 students in total, in the ratio of 3:4, 60 would be girls, and 80 would be boys.

10% of 60 girls is 6. 60 × 0.1 = 6 60 \times 0.1 = 6

20% of 80 boys is 16. 80 × 0.2 = 16 80 \times 0.2 = 16

16 + 6 = 22 16+6=22 , hence 22 out of 140 students would wear red skirts or white shirts.

Simplify 22 140 \frac{22}{140} to get 11 70 \boxed{\frac{11}{70}} .
