We will proceed in two steps. (1) numbers that start with zero are 9 into 10 to the power 4 I.e 90000 (2) numbers starting with 0 and does not have any 8 are. 8 into 9 to the power 4 I.e. 6561
The answer is. 90000 - 6561 i.e. 83439
