7 (polyhedra pieces)x 4 =28 cubes total.

Big polyhedra :12x2+1x3= 27 cubes total.

You missed calculating. Not every polyhedral at the top is made by 4 cubes.

Together we used 27 cubes for making the polyhedrals at the top too.
