We, can neglect the area inside the red circle (in the given below picture) because out of the two pies which are emerging from the area marked with black line the one going into the red region is higher. Therefore the cups 5 , 7 will not be filled first.
Now, there are only two possibilities either cup 4 or cup 9.
Out of those two cups cup 4 will first get filled because the pipe which enters cup 4 is situated lower than that of cup 9 (see the are under the green mark).
Therefore, cup 4 gets filled first.
