The Exchange rates between two currencies is INDEPENDENT with of the currency rates with respect to other countries.

To support my answer, 1 USD = 22857 Dongs.

This is not even mathematics - it is just general knowledge, then.

It is not completely independent. It is within a pretty tight range, otherwise there is an arbitrage opportunity to be had.

Looking at current mid-market rates, I see 1 USD = 67.16 INR and 1 INR = 332 Dong and 1 USD = 22295 Dong. 67.16 × 332 = 22297 22295 67.16 \times 332 = 22297 \approx 22295 with . 01 % .01 \% error. (which is very reasonable given my approximate values).

Note: I'm not sure where you're getting your currency exchange values, it hasn't been 1USD to 60 INR since late 2014.
