The minimum degree of a polynomial function is one more than the number of extrema in the function. There are three extrema (2 local minima and 1 local maximum), so you know that the degree is at least 3 + 1, or 4.

minimum degree should be 4 in order to give a graph of 3 critical points , as in above graph there are 3 critical points
