As a percentage, how much more chocolate do Malo bars have than Chum bars?

Malo bars are $120\%$ of the size of Chum bars. So relative to a Chum bar, Malo bars have $55\% \times 120\% = 66\%$ chocolate. The percentage difference is precisely: $\frac{66\%}{60\%} \times 100\% - 100\%= 110\% - 100\% = \boxed{10\%}$ as required.
